WESTERHAM SNOOKER LEAGUE RULES

 (Amended July 2008)

The association of clubs shall be known as the WESTERHAM SNOOKER LEAGUE and the headquarters shall be at THE ROYAL BRITISH LEGION, WESTERHAM.

The officers of the league shall be; CHAIRMAN, PRESIDENT, VICE-PRESIDENTS,

HON. SECRETARY, HON. FIXTURE SECRETARY and HON. TREASURER

The committee shall be the officers together with one member representing and appointed by each club. The officers shall serve for one year, and be eligible for re-election at the A.G.M.

The league accounts shall be audited each year, and shall be presented to the committee in July at the A.G.M.

It is COMPULSORY, that a representative from all registered clubs, MUST attend every meeting, failure to do so, will mean that all teams from that club will be fined THREE POINTS. These points will be deducted when the league tables are next updated.

Any club not represented at the A.G.M. will be fined FIVE POINTS for each team from the defaulting club. Any penalty points incurred by non-attendance after the End-of-Season tables have been published shall be deducted at the start of the following season.

The affairs of the league shall be managed by the committee. No officer or committee member may vote on any matter concerning a protest or appeal by his own club. One vote per club. The chairman has only ONE VOTE, which may ONLY be used as a CASTING VOTE. Any club or individual has the right of appeal which must be made before the committee at the league meetings. Five members shall form a quorum.

The annual subscription shall be decided at the A.G.M. and MUST be paid, together with any outstanding cup fees, before the start of the season.

All clubs are to be notified in writing at least fourteen days before an A.G.M. or Extraordinary Meeting by the league secretary.

Teams shall consist of bona-fide members of the club they represent. Each team shall register a minimum of FOUR players, their names to be in the hands of the fixture secretary by the 1st July.

Bona-fida club members may join a team at short notice provided the opposing Captain agrees.   

New players may not register in the last three matches of the season. 

No player shall play for more than one team during a season.

Matches are to consist of SIX single frames.

Before the commencement of the first frame, the captains or in their absence a player from each team, shall present to each other, a FULL list of players in order of play, this order cannot be altered once the match has commenced without the agreement of the opposing Captain.

No table charge is to be made to visiting teams.

The home captains shall provide markers.

All games shall be played in accordance with W.P.B.S.A. rules.

A minimum of three and a maximum of six players can play. All matches shall start not later than 7.30 pm. Any team not ready to start by that time shall concede the first frame, if the second player is not present by 8.00 pm then the second, third, forth, fifth and sixth frames shall be forfeited.

Teams shall score one point for each frame won and league positions will be based on points scored by each team. The team with the highest points at the end of the season shall be adjudged champions of their division. The top TWO teams in Division 2 shall be promoted and the bottom TWO teams in Division 1 shall be relegated. In the event of a tie, matches to decide champions, promotions and relegations will be arranged by the fixture secretary. In the event of three or more teams involved in a play-of the acting officers will decide the format.

Prior to the commencement of a play-off each captain is to nominate one of their players to play the seventh frame in the event of a tie.

There must be at least Twenty-four Hours notice of cancellation of league matches, failure to do so will result in the offending team having six points deducted.

When matches are unavoidably postponed the fixture secretary must be advised by the following Wednesday and be notified of the rearranged date, which must be within twenty-one days of the postponed date. The non-offending team shall offer three dates within that period to their opponents, one of which must be accepted. Teams judged at fault in this respect shall be fined six points and the match will still have to be played within the following twenty-one days.

Result cards are be signed by both captains and sent to the fixture secretary immediately after the match. Cards not received by the Wednesday after the match, shall result in the offending team being fined one point. Incorrect or incomplete cards shall also be fined one point.

Each team shall be deemed to have given its assent to these rules and shall abide by the decisions of the committee.

Alterations and for additions to these rules can only be voted on at the A.G.M. and notice of proposed alterations and / or additions must be made in writing, to the Hon-Secretary at least twenty-one days before the A.G.M.


WESTERHAM SNOOKER CUP COMPETITION RULES

 (Amended July 2008)

The committee shall have control of all cup competitions and shall adjudicate in any dispute. Wherever applicable the rules of the league shall apply.

Entries to ALL cup competitions, with the exception of the George Jenns, must be submitted by the 1st July.

Each round of ALL Cup Matches will be decided on a draw conducted by the Fixture Secretary and one of the other members of the elected committee.

Club representatives will be advised, in writing, of each draw.

Matches are to be played by the deadline set by the Fixture Secretary.

Both players/teams are responsible for arranging a date, prior to the deadline, the match is to be played.

Failure to play a match by the deadline could result in both players/teams being disqualified from that particular cup competition.

All matches up to the Semi Finals are to be played at the club of the player/team deemed to be the HOME player/team.

The HOME player/team is responsible for providing a marker and no table charge is to be made to the player/team deemed to be the VISITING player/teams.

Semi Final and Final matches, with exception of the George Jenns and Mick Boakes trophies, are to be played on a NEUTRAL table.

Where a neutral table is specified, the captains or individuals concerned may, if they both agree, decide on a home or away venue by the toss of a coin.

Result cards are to be sent to the fixture secretary immediately after the match.

Entry fees will be decided at the A.G.M.

In team or club competitions, Pop Roberts, Star & Garter or George Jenns, no player may play for more than one team or club during that competition.

In addition to the Star and Garter highest break award, an award shall be made for the highest break overall in the other cup competitions.

 THE POP ROBERT’S CUP

Entry is compulsory for all league clubs, one team per club. Teams shall consist of five registered league players from each club. Matches shall be played over one leg of five frames, one frame each player, the toss of a coin deciding the break of each match. The team scoring the highest aggregate points will be deemed the winner. Captains shall decide their order of play before the match by presenting to each other their players names listed in order. This order cannot be changed once the match has commenced. Any player not present when their name is called shall forfeit 147 points to their opponent. In the event of a tie at the end of the fifth frame the black ball shall be re-spotted and break decided by the toss of a coin.

THE STAR & GARTER CHARITY CUP

This competition is open to all league clubs and any other club by invitation only. The object is to raise money to provide extra comforts for the patients of the Star and Garter Home for Disabled Ex-Servicemen at Richmond , Surrey . Entry fee is to be decided at the A.G.M. Teams shall consist of four players who must be registered at entry, (up to six may register), and playing one frame each. Non-league players may be registered for this competition. Other rules are as those for the Pop Robert’s Cup. An award for the highest break will be made.

THE WHITMORE CUP (SINGLES)

This singles competition shall be open to all registered league players and entries shall be submitted by the date specified. Matches up to the semi-final shall be over three frames. The semi-finals and final shall be played over five frames.

THE HOWARD CUP (PAIRS)

This pairs competition shall be open to any pair of registered league players and the rules are as those for the Whitmore cup.

THE MICHAEL BOAKES TROPHY

This singles competition is open to registered players in Division TWO ONLY. The rules are the same as for the Whitmore Cup. The semi-finals and final will be played at Westerham R.B.L. Players in Division Two may still enter the Whitmore Cup.

THE GEORGE JENNS MEMORIAL TROPHY

This competition is open to all league club champions who do not have to be a registered player in the league. The player representing a club can only be changed if they have not yet played a match in the competition. The rules are as those for the Whitmore Cup. The semi-finals and the final are played at Merstham Village Club.

Any Player and/or Team that has any complaint against any other Player and/or Team, should put the complaint in writing within seven days of the incident, and sent it to the league secretary:
